As this is a new blog I thought i would set myself a task of increasing my alexa ranking and general standing. I was contemplating going down the blackhat route but as this is a blog and not a money making venture i will stay white hat. There are many ways to get your site indexed and ranked in google for new sites. I usually just do a quick IBP blanket submission after checking my meta tags etc and internal links and then just go from there. I have listed some easy steps to get your site ranked and listed in google and perhaps building some short term traffic. These steps only apply to new sites.
1# Use a free or basic site submission software package, like IBP
2# Submit your site to google and YAHOO ( people always forget to sumit to yahoo )
3# Use a free directory submitter ( using your keywords as an anchor tag ). A good site for a list of directories is http://www.addurl.nu
4# If you site is a blog then use comment software to find high PR blogs such as “comment kahuna”. Note: Do not spam comments on peoples blogs, take you time making a comment and your comment will be excepted.
5# Rearrange you leading keywords on your site once a month, google loves change!
6# Social Bookmarking such as stumbleupon. If you are going to submit an article to stumble then make sure its unique.
7# Reciprocal linking, It okay when your starting out but it will drag your PR down later on. there are many “link exchange” sites to choose from.

8# Article submission: sometimes its a complete waste of time as you can spend a number of hours writing an article and for not much reward. if you are going to submit you articles make sure you spend an equal amount of time promoting them.

10# Link partnerships: If you must swap links for other sites then stay in your “niche”. If you have a gaming site then find another quality gaming site and ping them an email for a link swap.

Article promotion and commenting on related blogs are two of my favorite ways to increase alexa rank. You could also try to guest blog on big sites.

Your points seem to relate to indexing in general, building traffic and building Google PR. I couldn’t see much that directly related to increasing your Alexa ranking.
In the old days Alexa was using ISP data primarily from the UK and the Alexa toolbar. Have you found that they’ve extended their tracking tools?

Hopefully it will get visitors to my site and help towards G/Ranking
